The overall goal of the European eGovernment Awards is the promotion of good practice among the Member States of the enlarged European Union, the candidate countries as well as the EFTA countries. This includes the facilitation of the sharing of experience and mutual learning from each other in order to meet the Lisbon targets and make Europe the most competitive knowledge-based economy by 2010.
The best applications are selected for exhibition at a high-level conference on the topic. The most outstanding applications presented at the conference are awarded with the prestigious European eGovernment Awards Trophy. The European eGovernment Awards programme follows the eEurope Awards which gave recognition to innovative initiatives in the areas of eGovernment and eHealth within Europe in the period 2003 to 2005.

Out of more than 300 applications received, 52 cases were shortlisted as finalists for the European eGovernment Awards 2007, organised by the European Commission. The winners were announced by Siim Kallas, European Commissioner for Administrative Affairs, Audit and Anti-Fraud on 20 September at the Ministerial eGovernment Conference in Lisbon.
The winners are:
- Better public services for growth and jobs: HoReCa1, Economic Development Department of the City of Amsterdam (The Netherlands)
- Social impact and cohesion: Besancon.clic, City of Besançon (France)
- Participation and transparency: Mypage, Norge.no (Norway)
Following the closure of the call for submissions in June 2007 and subsequent eligibility screening, the evaluation of all entries was commissioned to a panel of independent European experts with a variety of backgrounds to ensure the widest possible coverage in terms of geographical balance and specialist knowledge. In addition, registered members of the ePractice.eu portal were invited to vote online for the winner of the fifth “Most Inspiring Good Practice” Award.
