Within the framework of the European Security and Defence College (ESDC) “Cultural Property Protection Course”, the Micro-Credential Program (MCP) provides up-to-date, practice-oriented knowledge on protection measures, mission-relevant legal frameworks and international standards, and best practices in the protection of cultural property.

Experts from international organisations offer insights into operational challenges and into current developments in crisis and disaster management in the cultural heritage context. A central component is the scenario-based training on inter institutional cooperation, which simulates real crisis situations and strengthens participants’ problem solving, communication, leadership, and coordination skills.
Participants expand their international security and cultural heritage networks and gain practical confidence for deployment and crisis response – enhancing their profile for coordination and interface roles in national and international contexts.

The MCP is designed for professionals and decision-makers from security agencies, armed forces, cultural heritage institutions, international organizations, and public administration who aim to deepen their competencies in international cultural property protection.

The “Cultural Property Protection International, MCP” is designed as a Stackable Program and can be credited – both in terms of content and finances – toward the Certificate Program “Cultural Property Protection and Disaster Response, CP”, as well as – when combined with additional programs – toward the master’s degree “Cultural Property Protection, MSc (CE)”.

European Security and Defence College (ESDC)

The ESDC is a network of civilian and military institutions that deal with security and defense policy issues in the EU. The "Cultural Property Protection Course" was specifically developed for the ESDC by the Center for Cultural Property Protection.

The "International Cultural Property Protection, MCP" (6 ECTS) takes place over one week on the Campus of the University for Continuing Education Krems.

    The module begins with a basic introduction to the broad topic of cultural heritage protection, based on its historical development and selected legal principles. Representatives of UNESCO, OSCE and INTERPOL, among others, will present their activities in the field of cultural property protection, while representatives of the EU will anchor the topic in the European Framework and Training for Cultural Heritage Protection. Challenges posed by illicit trafficking in cultural property and current (armed) conflicts will be discussed, as well as the role of cultural property in building confidence during and after conflicts.

    The structured scenario training "The Ancient Temple", specially developed for this module, requires a high level of problem-solving skills and sensitivity from the participants. The objective is to facilitate collaboration between all organisations involved in a disaster situation that also (but not exclusively) affects cultural property, in order to optimise the protection and preservation of cultural property.

Our teaching is grounded in a multidisciplinary approach that brings together research, protection, crisis management, and contemporary strategies in cultural property protection. It focuses on addressing current threats and translating insights into practical, applicable methods.

Renowned international experts from research, cultural heritage management, as well as emergency response organizations, contribute both theoretical and operational perspectives, ensuring a high standard, up to date body of knowledge is directly integrated into the curriculum.

In combination with other continuing education programs, Stackable Programs can be combined to achieve an academic degree.

After the Academic Expert Program (AEP), many other options are open, such as an academic degree (Master).

  • The "International Cultural Property Protection, MCP" is aimed at anyone interested in the protection of cultural property who is committed to improving their knowledge and skills in this field. It is particularly aimed at professionals in the field of cultural property protection, members of the military and police forces.

  • Participants in the "Cultural Property Protection and Disaster Response, CP" are guaranteed a place on the course. The remaining seats will be allocated to MCP participants on a first-come-first-served basis.
