Description

On behalf of the national policy for enhancing digital competence (Digitale Kompetenzoffensive – DKO), and commissioned by the Austrian Federal Government, this study by the University for Continuing Education Krems (UWK) examines two policy strands that influence the topic of AI competence, namely policies on digital competence and policies on artificial intelligence. While policies on digital competence mainly provide definitions to distinguish between (digital) basic competence and (digital) professional competence, it is noticeable that policies on artificial intelligence, such as the European Union's AI Regulation, not only define (“trustworthy”) AI systems but also lay down some obligations for providers and operators of AI systems. These obligations comprise responsibilities of these organizations for the competence of their own staff, but implicitly also for necessary competence of the entire organization. The study therefore develops concrete options for promoting basic AI competence, specialist AI competence and the AI competence of organizations.
