STUDY ON RISK ASSESSMENT AND MANAGEMENT OF CULTURAL HERITAGE ACROSS EUROPE

The aim of this study is to analyse the current labour market situation in the field of cultural heritage protection, focusing on the profession of risk manager across Europe, with particular attention to the target countries: Italy, Austria, the Czech Republic and Germany.

The risk assessment study is based on secondary research divided into three different tasks in order to collect reliable data, to define potential opportunities for the professional role of risk manager and to obtain a comprehensive overview of the European market:

  • Desk research of existing evidence on existing risks to material cultural heritage in Europe due to climate change.
  • Stakeholder map: Mapping of the different cultural heritage institutions that are potential employers in the job market for cultural heritage risk managers (archives, libraries, museums, etc.).
  • Regulatory framework assessment: Assessment of the current situation (plans developed, legal framework, etc.) for climate change risk management for each category mapped in each target country.

RISK MANAGER’S EUROPEAN SKILLS AND COMPETENCES PROFILE

The aim of this report is to identify the existing needs in Europe for the professional profile of the cultural heritage risk manager and to develop a deeper understanding of the competencies that a cultural heritage risk manager should possess. A concept outlining a list of competencies for the risk manager and possible areas of employment has been developed:

CHARISMA WEB APP

The CHARISMA Web App is being developed to provide a digital tool that utilises the latest data and technology to train cultural heritage risk managers to be able to address and prevent risks in a practical way. It serves as a tool for carrying out risk analyses of collections in cultural institutions and is intended to support all those interested in carrying out risk assessments.

The web app is innovative in its scope: similar digital tools currently exist for cultural heritage professionals but are not used for training purposes to help learners understand the process of categorising, assessing and managing risk as they need to do in their work.

This tool offers an easy-to-understand and user-friendly interface. It is compatible with tablets and smartphones and enables risk assessment of collections and the creation of reports and plans in PDF format. This allows learners to gain experience without expensive specialised equipment.
The various sections and questions enable a simple and intuitive approach to the collection to be analysed. The application is divided into several sections that deal with the different aspects of each collection: Basic information about the institution and the team, environmental analysis, building characteristics, details about the collection and an assessment of the different risk levels.
