Beschreibung
Der öffentliche Sektor steht unter Druck, mit immer weniger Ressourcen qualitativ hochwertige öffentliche Dienstleistungen zu erbringen. Die Nutzung, Wiederverwendung und Interoperabilität der digitalen Dienstleistungen spielen eine wichtige Rolle; allerdings werden die relevanten politisch strategischen Ausrichtungen (Policies), Leitlinien und Roadmaps der heutigen Komplexität nicht gerecht. Dokumente wie European Interoperability Framework (EIF) und European Interoperability Reference Architecture (EIRA) reichen nur dann aus, wenn eine einzige öffentliche Behörde alle Daten und Dienste kontrolliert, die für die Bereitstellung integrierter öffentlicher Dienste benötigt werden. Dies ist jedoch zunehmend nicht mehr zutreffend, und die öffentliche Verwaltung muss mit anderen Interessengruppen und Stakeholdern zusammenarbeiten, einschließlich anderer Behörden, Unternehmen, NGOs usw.. Zusätzlich muss die öffentliche Verwaltung Daten austauschen und Software und Lösungen wiederverwenden, um Prinzipien wie z.B. Once-Only, Digital-by-Default, Interoperability-by-Default usw. zu verwenden. Dafür sind neue Governance-Modelle und Roadmaps notwendig. Neue Governance-Modelle und die Zusammenarbeit der Beteiligten wird die gemeinsame Nutzung von Daten und die Interoperabilität der Systeme verbessern und die öffentliche Verwaltung unterstützen, Ziele zu erreichen sowie effizient und effektiv zu sein. Das Projekt soll bestehende EU-Initiativen wie EIF und EIRA, erweitern und, wo nötig, neu gestalten. Das Ziel des Projekts ist die Entwicklung und Einführung eines umfassenden Governance-Modells und einer unterstützenden IKT-Plattform, die: (a) die Zusammenarbeit der Beteiligten (BürgerInnen, StakeholderInnen), (b) die gemeinsame Nutzung und Wiederverwendung von Daten und Diensten, (c) die Interoperabilität und integrierte Governance in der öffentlichen Verwaltung, (d) die Entwicklung mobiler Anwendungen und (e) die Umsetzung von e-Government Prinzipien unterstützen wird. Die Abteilung Wirtschaft, Sport und Tourismus (WST3) des Landes NÖ ist als Pilot im Projekt involviert. Das Forschungsprojekt ergänzt die bestehende Zusammenarbeit zwischen WST3 und Department für E-Governance und unterstützt die WST3 die „Digitale Vorreiterrolle“ in NÖ zu erreichen.
